Filling the skills gap with a Skilled Refugee Labour Agreement

In response to the ongoing labour challenges faced by business and to offer an alternative solution for refugees, Home Affairs has launched the Skilled Refugee Labour Agreement Pilot. This program includes significant concessions for visa applicants to make migration quicker and easier. 

Co-designed by global not-for-profit Talent Beyond Boundaries and strongly championed by Professor Charlie Shahin AO, the pilot aims to remove barriers that displaced people face when trying to access employer-sponsored skilled migration and make it easier for Australian employers. 

With access to a talent pool of over 123,000 in 170+ skilled occupations, the pilot provides your business with the support you need. This makes it easier for you to sponsor a worker while at the same time they can rebuild their lives with dignity and purpose.

The current deadline for application lodgements is 30 June 2025, and the Chamber will be advocating to see the pilot remain a permanent visa pathway for skilled refugees and employers in the future.

On behalf of the ATAYF Family Office, Professor Charlie Shahin AO has generously offered to cover certain application expenses (up to $5,000) for members of the South Australian Business Chamber who sponsor a skilled refugee through this pilot.

In addition, the South Australian Business Chamber is providing discounted Migration Services to employers for this program.

In February 2025, the South Australian Business Chamber held a webinar for employers with representatives from Talent Beyond Boundaries, the Department of Home Affairs, the Chamber’s Registered Migration Agent and special guest Professor Khalil (Charlie) Shahin AO.

  • How it removes barriers to make it easier for candidates and employers
  • The process for employers.
