Proposed Retailer Energy Efficiency Scheme (REES) Beyond 2020

The State Government is currently consulting on its proposed Retailer Energy Productivity Scheme (REPS) which will replace the existing Retailer Energy Efficiency Scheme (REES) from January 2021.Given REES was extended to small business in 2015, and has proved quite popular for LED lighting upgrades, the South Australian Business Chamber is seeking feedback from members as to whether or not it should continue and on what basis. We are also keen to ensure that if the scheme does continue, that the benefits do indeed outweigh the costs. The REES has cost approximately $10m per annum and given this is essentially a cost impost on energy retailers which in effect gets socialised, there needs to be adequate and ongoing analysis to ensure the benefits outweigh the costs.

While most popular REES activities (essentially options for retailers to use to meet their REES obligations) will continue, including LED lighting upgrades, the State Government is proposing a number of new activities including:

  • Installing a new battery with either on site/​discharge management to an existing PV installation (residential or commercial)
  • Installing demand shifting timer/​PV shifter/​ripple control etc on an electric storage water heater (residential or commercial)
  • Connect a new or pre-existing solar PV battery system to a remote management system such as a Virtual Power Plant (residential or commercial)
  • Connect demand-response enabled equipment (such as air-conditioning, pool pump, water heater or electric vehicle charger) to remote demand response system (residential or commercial).
